PROGRAMME FOR THE NORWEGIAN ATLANTIC COMMITTEE'S 41TH ANNUAL LEANGKOLLEN CONFERENCE 30 -31 JANUARY 2006
Monday 30 January at 10:00 sharp:
The opening of the conference will as in previous years take place at the Norwegian Nobel Institute, Drammensveien 19. Speakers at the opening are:
· Alv Jakob Fostervoll, Chairman of the Norwegian Atlantic Committee, Words of welcome.
·Jonas Gahr Støre, The Norwegian Foreign Minister, will speak about: “Old Recipies in A New World? The Challenges of Multilateralsim in the 21st Century”
·Sir Frank Berman, British expert on International Law, will speak about: “The role of international law for the maintenance of peace and security. The UN Charter and the use of force”
There will be a Q&A session after the two lectures.
11:30 The participants will travel to the Leangkollen Conference Centre in Asker
(Bleikeråsen 215, 1370 Asker). Buses will be available for those who have requested transportation.
A buffet lunch will be served upon arrival, before the conference continues at 13:15.
13:15-16:15
A panel of four speakers will address:
“The reform of the major international security policy actors; the UN, OSCE, NATO and the EU, and the cooperation between them.”
The four panelists are:
·Espen Barth Eide, State Secretary at the Ministry of Defence, will speak about: “UN reform”
·Marc Perrin de Brichambaut, Secretary General of the OSCE, will speak about: “OSCE reform”
·Kai Eide, Ambassador, Norway’s Permanent Rep. to NATO, will speak about: “NATO reform”
Dr Fraser Cameron, Senior Advisor, European Policy Centre, Brussels, will speak about: “EU reform”
The session will finish at 16:15, after which the bus will return to Oslo at 16:30.
Tirsdag 31. Januar
08:00: Buss til Leangkollen avgang fra Oslo Rådhus (Fridtjof Nansens plass)
08:30-10:00
Øyvind Nordsletten, Norges ambassadør til Russland: “Det norsk-russiske forhold. Utfordringer og perspektiver, med særlig fokus på nordområdene”
Foredraget etterfølges av en paneldiskusjon med Nils Morten Udgaard, Aftenposten og Arild Moe, FNI.
10:30-12:30
Odd Einar Olsen, professorstipendiat og Espen Reiss Mathiesen, universitetslektor,Institutt for medie-, kultur- og samfunnsfag ved Universitetet i Stavanger, vil drøfte: “Under hvilke rammebetingelser arbeider krisehåndterere og journalister i en krisesituasjon”
Paneldiskusjon med Henrik Thune, NUPI, Carsten Rønnfeldt, Krigsskolen og Bengt Andersson, FOI.
